99% of the time, the Seller is paying the buyer's agent's commission. The only time I've seen otherwise, is when a FSBO (for sale by owner) refuses to pay any commission, but the buyer still wants proper representation by their Realtor, so they offer to pay a commission to their agent to negotiate the transaction and see it through Closing.
