In my complex they have two pools and one is heated year round and the other one is about half the year. In fairness to all the association alternates the one that is not heated as to spread out the usage in the off year.
Typically, an apartment or condo type facility does have pool heaters installed... whether or not they fire them up is debatable as pool heating is very innefficient and will only raise the temperature a minimal 10 degrees at most.

Usually they are, it depends on the HOA however, some are cheap and won't opt for heating the pool while others keep all of their pools heated year round by either solar or a gas heater or both
